They are not procedurally generated, but a great many have been designed so that you may visit and re-visit them without it becoming too repetitive. If you are a WOW fan, then you know what to expect, since the extension builds on what WOW already has to offer. The extension also spawns up to three NPC enemies that are controlled by AI, which sounds good, but it can become annoying.
