Microsoft has developed Windows Live Family Safety to help parents keep track of what their children use the PC and the Internet for.

Windows Live Family Safety limits computer usage: applying restrictions to applications and games, limiting the time it can be used, properly filtering the web to avoid access to sites with adult content, etc. What's more, it provides complete reports of the activity that contain all the data about programs that have been downloaded, sites that have been accessed or games and applications used.

Using Windows Live Family Safety
Using this Microsoft utility is extremely easy:
Once Windows Live Family Safety is installed all you have to do is log in with your Windows Live ID account details or register to create a Live ID.
Afterward, you will simply have to create a supervised Windows account for each of the users that you want to keep track of.
Once you have done this, go to the Family Safety site indicated in the program to configure child protection to your own taste.
