When you start a new game, Ultima Ratio Regum begins by generating a whole universe. Basically, the game generates an entire galaxy, planets and all. Then you choose the planet where you want to play. You can indicate certain preferences for your planet, such as the preferred type of government, culture, religious beliefs, and legal system. Or, if you prefer, you can randomize it.
Once you've created the world, you can start playing. In the beginning, as in most roguelikes, the game might be a little confusing.
