Fedit Image Editor is certainly very flexible allowing you to work with just about any format imaginable. Like all standard image editors, it can focus on one particular art of an image or take the image as a whole and work in it that way. It has selection tools ranging from rectangles to polygons and can automatically and or cut text from images allowing you to redo and undo at will.
