Syncing the contents of a PC and a Samsung device is easy if you've got Samsung SideSync, the tool developed by South Korean manufacturer for such purpose. Thanks to the latter you can view in your computer the same screen you can see on your smartphone or tablet, also being able to drag and drop files or write text messages, amongst many other functions.
