If you choose the scepter, you have to visit the mine and find the best gems you can. After that, you polish the gems by sloughing off pieces of stone. Then you can shape the gems to fit the scepter. Once you have all the gems ready to go, you can begin designing the scepter by placing the stones where you think they look best. You can also decide the shape and color of the handle, the design of the scepter's head, and where to put additional gems.
Once you finish the scepter and give it to the princess, she'll reward you with money that you can use to unlock new designs for future work.
